“I want to finish my basement” can mean two very different projects, and it’s worth knowing which one you actually want before you get quotes. A basement renovation and a legal suite conversion share some of the same work — framing, drywall, flooring — but the requirements, cost, and timeline are not the same.
What a standard basement renovation includes
A standard basement renovation is about making the space usable for your own household: a rec room, a home gym, a home office, or a guest bedroom. This typically involves framing new walls, insulation, drywall, flooring, lighting, and sometimes a bathroom. Because the space isn’t being rented out separately, it doesn’t need to meet the additional building code requirements that apply to a rental suite.
What a legal suite conversion requires
A legal secondary suite is a separate, self-contained living space that can legally be rented out, and BC building code treats it differently from a standard basement. It generally requires its own separate entrance, its own smoke and fire separation from the rest of the house, egress windows in any bedroom (large enough for emergency exit), and its own kitchen and bathroom. Because a suite has to pass inspection and be permitted through the local municipality, this project takes more planning upfront.
Cost and timeline differences
A standard basement renovation is generally faster and less expensive, since it doesn’t involve permitting for a secondary dwelling unit or the additional fire-separation and egress work. A legal suite conversion takes longer from start to finish because of the permitting and inspection process, but it can pay for itself through rental income, which a standard renovation can’t.

Permits for a secondary suite are reviewed by the local municipality, and inspectors will check for the specific egress, fire-separation, and electrical requirements the code calls for.
